Babbling
Rules 11a and 14b both address babbling. 14b says to minus for babbling on the first offense and scratch on the second. What would be an example of how you would enforce this rule and how would you determine that a dog is babbling?

An example; dogs are released and Dog A leaves the cast barking off the chain, handler strikes the dog where no track is evident. Judge minused dog A. The next turn loose, Dog A again leaves the cast barking off the chain, handler strikes the dog where no track is evident. Judge minuses Dog A the second time for babbling and scratches Dog A.
Babbling is always going to be a judgment call, rule 11.A. gives us guidance.
11.A. Babbling - Dog(s) to receive minus strike points when determined to be babbling. When a minused dog strikes back in, it will receive a maximum of 25 points, unless all dogs are competing for 100 strike points. Dog(s) continually barking after being released (and) struck where no track is evident may be considered babbling. (and) Dog(s) declared struck within the first minute after being released must show that it is taking a track out of the area and not false barking.
14.B. Babbling - Dog(s) guilty of false barking (babbling) will be minused on the first offense and scratched on the second offense.

jerry, we all know it when we hear it (they do too) but how would you prove no track is evident so it could get the minus it deserves?

Andy, there is no way to "prove" that a dog is babbling, or to "prove" that is is actually running a track. Proof has never been required to minus a dog for babbling, it is a judgement call that needs to be made by the Judge.
